Julieta Castellanos convened an emergency meeting of the university regents for Monday morning in response to congressional efforts to destroy public higher education in Honduras, as described in this El Tiempo article. Her communique, which has been making the rounds this weekend (and seems to have been updated on UNAH's website, reads:

URGENTE COMMUNIQUE

In view of the serious threat to the National Autonomous University of Honduras (UNAH) and to the State's role in the regulation and management of higher education, posed by the introduction in the National Congress of a Higher Education Bill and proposals for Constitutional reforms to articles 159, 160, 161, and 163, both presented by the G-19 group made up of private and public universities:

UNAH:

Condemns the attempt to violate university autonomy and take from UNAH the power to develop, direct and organize higher education in the country with the aim of turning higher education into an unregulated market.

As such UNAH makes it known that it will use any means necessary to defend article 160 of the Constitution of the Republic and University Autonomy, and calls upon [the people of Honduras] to prepare for a possible call to defend UNAH.

Ante la amenaza real que se cierne sobre la Universidad Nacional Autónoma de Honduras (UNAH) y sobre el papel del Estado en la regulación y conducción de la Educación Superior, por la introducción al pleno del Congreso Nacional el recién pasado jueves 19 de enero de 2012, del anteproyecto de Ley de Educación Superior y de la propuestas de Reformas Constitucionales a los artículos 159, 160, 161 y 163, ambas presentadas por el grupo G-19 integrado por universidades privadas y públicas:

LA UNAH:

Denuncia ante el pueblo hondureño la intención de violentar la autonomía universitaria y de quitarle a la UNAH la potestad de desarrollar, dirigir y organizar la educación superior en el país con el propósito de hacer de ésta una mercancía sin regulaciones.

Por tanto la UNAH informa que hace todas las acciones para defender el artículo 160 de la Constitución de la República y la Autonomía Universitaria, en ese sentido hace un llamado a estar pendientes de cualquier convocatoria orientada a la defensa de la UNAH.
