Both Corruption and the Corrupt are Implacable
The Broad Movement for Dignity and Justice (MADJ), the Center for Women’s Rights (CDM) and the Committee of the Family of the Detained and Disappeared (COFADEH), in response to the announcement by Cardinal Oscar Andres Rodriguez who has filed a complaint against persons he accuses of defamation, declare to the national and international community:
- That in July 2009 we presented a formal complaint to the Anti-Corruption Prosecutor requesting an investigation and determination of whether the ex-President, Carlos Roberto Flores Facusee and Cardinal Oscar Andres Rodriguez were responsible for Abuse of Authority and diversion of public funds, because, through an executive agreement in December 2001, the ex president authorized payment of 100 thousand lempira to the office of the cardinal monthly and permanently. This executive agreement was published in the newspaper La Gaceta and the Cardinal has publicly acknowledged that the money was received at least once by the archdiocese of Tegucigalpa.
- We denounce the fact that the Public Ministry, despite our organizations being the complainants, never summoned us to contribute to the investigation, nor to notify us of its findings as is its responsibility. Furthermore, every time that we went to that institution to ask for information about the case and progress of the investigation, the response was evasive and we never had access to the records, to the extent that it is only now, through the revelations by the communications media and the announcement by the Cardinal that he had presented a complaint against those who had accused him, that we find out that the Public Ministry closed the case .
- The confession of the Cardinal that the archdiosis received the 100 thousand lempira and later, his announcement of his formal complaint against those that denounced him, in conjunction with the decision by the Public Ministry to close the complaint and the unusual act of asking for a stay in the case in favor of the Cardinal and the ex president (who was never accused), reflects an out of control cynicism and confirms that Corruption in Honduras is generated and promoted from the institutionality of the State and the religious hierarchy themselves. The Cardinal’s action and that of the Honduran institutions send a clear message to the citizens to be silent and accept as inevitable, the outrageous and uncontrolled corruption in the country.
- MADJ, CDM and COFADEH as vulnerable spaces dedicated to the defense of human rights of the citizenry, in the face of the shameful actions of the Public Ministry and the aggressiveness, power and impunity exhibited by Cardinal Oscar Andres Rodriquez, declare ourselves to be in a state of terror and from that position we hold the Public Ministry and the regimen presided over by Porfirio Lobo Sosa responsible for any actions against the rights of our organizations and the persons who belong to them.
