Honduras, the Frente, and the OAS

Following the sad spectacle of the most recent SICA summit, where a dangerous precedent was set by breaking the regional organization's own constitutional bylaws by calling for the readmission of Honduras to said organism, without consensus and ignoring the ongoing crisis in our country, certain things have come to light about the international panorama.

In effect, within the OAS there is significant pressure and an internal lobbying effort, supported by the U.S. and its allies (Peru, Colombia, Costa Rica, Panama, Canada, and apparently Central America, with the exception of Nicaragua) to achieve the readmission of Honduras as soon as possible. Even the Caribbean seems vulnerable to succumbing to the pressures of the historically dominant powers and the regional, and even transnational right-wing, who together are attempting to impose a fabrication, the artificial idea that in Honduras everything has returned to "normalcy."

While a media silence is imposed with respect to the documented violations, it is inconceivable that Lobo recognize them, given that he has supposedly strengthened the rule of law, promoted reconciliation and guaranteed the rights of Hondurans. What we see on the screen has nothing to do with the cruel reality that exists today in Honduras and that the very Inter-American Commission on Human Rights has confirmed in its multiple reports and visits—visits and research that the OAS Special Committee have refused to carry out in Honduras, where it should be investigating this, as required by the mandate issued in the Lima meetings.

Do they mean to ignore the systematic and well-documented abuses of Hondurans' human, political, economic and legal rights? At what point will the authors of the coup begin to be held accountable for their thousands of crimes? Will they have to pay for the repression and persecution, the murders of so many popular leaders, activists, journalists, small farmers, members of the LGBT community and indigenous groups that have come to light (despite the distortion and manipulation of such information on the part of the media apparatus of the coup, supported by the empire) and today horrify the whole world?

Those who wrap themselves in the flag of liberty, human rights and democracy, forget that in order for all of these to work, there must also be justice. They seem to ignore what's going on around them, or worse, insist upon hiding it as it suits them, while they continue financing the repressive forces and alleging that everything is on the right path. Of course, if one ignores the reality or lies about it, the idea that Honduras needs to return to the OAS in order to move forward becomes more plausible.

In principal this sounds very good, like something we'd all want, but first we must demand an immediate end to the repression and the liberty and rights of those who oppose the regime and the coup that created it must be guaranteed. These guarantees must be extended to the members of the Resistance, the National Popular Resistance Front, and its coordinator, Ex-President Zelaya and his colleagues. We cannot speak of moving forward, of negotiating or normalizing, while the repression and persecution of the Resistance continues. We cannot ask the victims of the coup to trust in and submit themselves a "justice" that is null and void, administered by the same executioners that control and administer these and all the institutions of the State.

Consequently there has been a state of absolute impunity for those responsible, who are not only free but who have been privileged with strategic positions in the "new government of unity and national reconciliation." Meanwhile, the Resistance is not only ignored; it is censured and persecuted. Impunity rules. And nonetheless, the strategy has failed; they have not managed, despite their resources, to fool anyone, to attain the necessary votes or consensus. And meanwhile the UNASUR bloc (all the South American countries except Peru and Colombia) are firmly resisting the imposition. For now, the July 30 session, which the golpistas had heralded in Honduras with great fanfare, has been indefinitely postponed.

This has been an undeniable triumph for the FNRP and its leadership, through its networks of solidarity. It is more and more united, having come together now under the leadership of its coordinator, and both more structured and dynamic than ever; today the Frente is even more relevant as the principal actor in the process. But we must not lose sight of the fact that this fleeting triumph will not last long before the counter-attacks. Immediately Chile and Mexico, which up until now had maintained a firm stance following historic principles, ceded to the pressure of the U.S., in keeping with the policies of both countries' current conservative and allied administrations.

The domestic scene will certainly be the new battlefront, since the State Department has understood that the OAS strategy has collapsed for now, and although they will not stop putting pressure on in that arena, they will try to focus in a local and political solution. This means putting pressure on Lobo, pressure on the Congress (the gringos love Juan Orlando, they support him), where they will seek to negotiate, as well as the removal of golpista judges and attorneys from the Court and Attorney General's office.

This is the logic behind the recent visit of Sub-Secretary of State Maria Otero, who, as the police were attacking students and union leaders at the National University (an attack ordered by Rectora Castellanos, member of the official "Truth Commission"), praised the "achievements" of President Lobo and minimized the systematic abuses that continue to be documented. It is clear that for the U.S., neither human rights nor freedoms—much less democracy (the power of the people)—are priorities. In any case they are minor points that can be ignored in order to attain the so-called stability that they want to impose in their fictional narrative. Otero herself stated in an interview last week that the theme of human rights should not be an obstacle for Honduras's return to the OAS. We ought to ask Otero and her bosses how many popular leaders have to be killed, how much Honduran blood must flow before the theme starts to matter to them. How much repression does there need to be before they stop financing the murderous police and military?

The gringos now understand that if they are not going to negotiate, they will have to coopt or divide the Frente to wash away more blood; they will have to improve the generalized perception of impunity, abuses, repression, and complete absence of justice that prevails and that we have continued to denounce. They are terrified that the social movement will strengthen and propagate throughout the region. That is the current challenge of the Resistance, to assume this new role responsibly and seriously, with unity, and perhaps then the gringos will finally understand that this is a peaceful revolution, of a people who demand justice, democracy, and the refounding of a new Honduras.

Honduras, el Frente y la OEA

Después de el triste espectáculo de las más reciente cumbre del SICA, donde se intento hacer lo que no permiten los mismos reglamentos constitutivos del organismo regional y se siguió sentando un peligroso precedente, al llamar a la readmisión de Honduras a dicho organismo, sin contar con el consenso e ignorando la crisis que aún se vive en nuestro país, las cosas han quedado más claras sobre el panorama internacional.

En efecto, dentro de OEA hay presiones significativas y todo un cabildeo, apoyado por EEUU y sus aliados (Perú, Colombia, Costa Rica, Panamá, Canada, parece que también Centroamérica, con la excepción de Nicaragua ) para lograr una readmisión de Honduras cuanto antes. Incluso el Caribe parece vulnerable a sucumbir ante las presiones de los poderes históricamente dominantes y la derecha regional, incluso transnacional, que unidas que pretenden imponer una fabricación, la artificial idea de que en Honduras todo regresa a la “normalidad”.

Mientras se impone el silencio mediático respecto a los abusos comprobados, se le hacen inconcebibles reconocimientos a Lobo, quién supuestamente ha fortalecido el estado de derecho, promovido la reconciliación y asegurado los derechos de los Hondureños. La pantalla nada tiene que ver con la cruenta realidad que en Honduras se vive y que la misma Comisión Interamericana de Derechos Humanos certifica en sus múltiples informes y visitas. Visita e investigaciones que la Comisión Especial de la OEA se ha rehusado a realizar a Honduras, donde debería estar averiguando, como lo requiere el mandato emanado de la Asamblea en Lima.

Se pretenden ignorar acaso los sistemáticos y bien documentados abusos a los derechos de los Hondureños, humanos, políticos, económicos, jurídicos? En que momento comenzarán a rendir cuentas por sus miles de crímenes los autores del golpe? Se rendirán cuentas por la represión y la persecución, la ejecución de muchos lideres populares, activistas, periodistas, campesinos, miembros de la comunidad LGBT y grupos indígenas, que han trascendido (a pesar de la distorsión y manipulación de la información por parte del aparato mediático del golpe, apoyado por el imperio)y hoy horrorizan al mundo entero?

Quienes se dicen abanderados de la libertad, los derechos humanos y la democracia, se olvidan que para que todas estas sean genuinas, debe haber también justicia. Parecen ignorar lo que sucede, o peor aún, insisten en esconderlo a conveniencia, mientras siguen financiando las fuerzas represoras y alegando que todo va por buen camino. Claro, si se ignoran o se miente al respecto para esconder la realidad, resulta mas plausible la idea de que Honduras debe volver a la OEA para poder avanzar.

Eso en principio suena muy bien, lo que todos queremos, pero antes se debe exigir el alto inmediato a la represión, se debe asegurar la libertad y los derechos de quienes se oponen al régimen y al golpe que lo creo. Deben darse todas las garantías a los miembros de la Resistencia, al Frente Nacional de Resistencia Popular, y a su Coordinador, el Ex Presidente Zelaya y sus colaboradores. No se puede hablar de avanzar, negociar, normalizar, mientras continua la represión y la persecución de la Resistencia. No se les puede pedir a las victimas del golpe, someterse y confiar en una “justicia” absolutamente nula, de la que están a cargo sus verdugos, que controlan y administran esas y todas las instituciones del Estado.

Por ende la impunidad absoluta de los muchos culpables que no solo están libres, sino han sido privilegiados con puestos estratégicos en el “nuevo gobierno de unidad y reconciliación nacional”. Mientras tanto, a la Resistencia no solo no se le toma en cuenta, se le censura y se le persigue. La impunidad reina. Y sin embargo, la estrategia ha fallado, pues no han logrado, a pesar de sus recursos, ni el engaño, ni los votos, ni el consenso necesario, mientras el bloque de UNASUR (toda America del Sur menos Perú y Colombia) esta firme resistiendo la imposición. Por ahora la sesión del viernes 30, que en Honduras los golpistas venían anunciando con bombos y platillos, fue pospuesta indefinidamente.

En definitiva este ha sido un importante triunfo del FNRP y su propio cabildeo, a través de redes solidarias. Cada vez más consolidado, aglutinado ahora por el liderazgo de su Coordinador, mas estructurado y dinámico que nunca, ahora el Frente cobra mas relevancia como actor principal en el proceso. Pero no debemos ignorar que el triunfo pasajero poco durará antes de que el contraataque se de, inmediatamente Chile y México, que hasta ahora se habían mantenido firmes, por principios históricos, han cedido ante las presiones de EEUU y en concordancia con las actuales administraciones conservadoras y aliadas.

El escenario doméstico seguro será el nuevo frente de batalla, pues el Departamento de Estado ha entendido que la estrategia vía OEA ha colapsado por ahora, y aunque no dejarán de aplicar presión por este medio, intentará enfocarse en una solución local y política. Presión para Lobo, presión para el Congreso (los gringos quieren a Juan Orlando, lo apoyan) donde buscarán negociaciones, cortes de cabeza en la Corte y en la Fiscalía golpistas.

A esto obedece la reciente visita de la Subsecretaria Maria Otero, quién en medio de la represión policiaca contra los estudiantes y los sindicatos de la Universidad Nacional (promovida por la Rectora Castellanos, miembro de la oficialista “Comisión de la Verdad”) alababa los “logros” del Presidente Lobo y minimizaba los sistemáticos abusos que se siguen documentando. Esta claro que para EEUU los derechos humanos y las libertades, muchos menos la democracia (el poder del pueblo) nos son prioridades. Son en todo caso asuntos menores que pueden ser ignorados a conveniencia y en aras de la supuesta estabilidad que pretenden imponer con su ficción. La misma Otero aceptaba en una entrevista la semana pasada que el tema de Derechos Humanos no debería ser un obstáculo para que Honduras regrese a la OEA. Habría que preguntarle a Otero y a sus jefes, cuántos periodistas y lideres populares deben ser asesinados, cuánta sangre hondureña debe derramarse para que sea relevante para ellos el tema? Cuánta represión debe darse para que dejen de financiar a la policía y los militares asesinos?

Los gringos entienden ahora que tienen que cooptar o dividir al Frente, si no negociar, lavar más la sangre derramada, tienen que mejorar la percepción generalizada de impunidad, abusos, represión, nula justicia, que ha prevalecido y hemos seguido denunciando. Tienen pavor que el movimiento social avance y se propague por la región. Ese es ahora el reto de la Resistencia, asumir este nuevo papel con responsabilidad y seriedad, con unidad, quizá así los gringos entiendan por fin que esto es una revolución pacifica, de un pueblo que exige justicia, democracia y la refundación de una nueva Honduras.
